heat wave. temperatures warming up, low clouds and fog in place across the golden gate. we'll have earlier clearing in that fog layer here this afternoon bringing a little more sunshine even back to the beaches which of course means slightly warmer temperatures for the region. a closer look coming up in a few minutes. an innocent victim of gun violence a young girl inside an apartment last night in san francisco when a gunshot from outside hit her in the chest. she is in the hospital with life-threatening injuries. this was the scene around 11:15 last night on laguna street in the western addition. police say someone was shooting a downtown side and one bullet went through an apartment building hitting that girl. she is at san francisco general hospital, there are no arrests. 91 people are now confirmed dead from yesterday's terror attacks in norway. today the royal family is meeting with the family of the

victims. in the first attack a bomb exploded in oslo and ripped open buildings there. in the second attack, at least one man opened fire on a youth camp on an island 20 miles northwest of the city. the prime suspect in both attacks is this man, andres breivik, a norwegian described as having right wing and antimuslim views. he has been charged with act of terrorism. the explosion in oslo hit at 1:30 p.m. local time yesterday killing 7 people and causing damage to the buildings in the central swear and government offices. a man disguised as a police officer when on a shooting spree on an island teem with teenagers. at least 84 were killed. >> i just hide under the bed and it was very terrifying. at one point, the shooting was very, very close to the building.

on the island, he allegedly used both automatic weapons and handguns. police are now nd the same man who took part in the shootings was seen at the bombings. on the island he use automatic weapons and handguns. police are investigating whether a second suspect may have been involved in the shootings. president obama and top congressional leaders will meet at the white house in legs than an hour on the debt ceiling in less than an hour. house speaker john boehner threw negotiations into disarray by walking out yesterday. obama claims a deal was at and that would raise the debt ceiling through 2013 and cut the deficit by $3 trillion. >> we have run out of time and they are going to have to explain to me how it is that we are going to avoid default. >> there was no agreement, publicly, privately, never an agreement and frankly not close to an agreement. >> bainer is blaming the collapse of the talks on the -- boehner is blaming the collapse

of the talks on the president because he wanted more taxes. the government may default at august 2. no deal means no social security checks. kiet do talks to some whose savings would dry up and others who might lose their homes. >> reporter: it's bingo night at saint francis cabrini parish in west san jose and the federal government has given these seniors a whole new reason to play. >> makes me mad. >> we're going downhill real bad. >> reporter: frank is angry over the breakdown in negotiations because as a printing press operator, he paid into the system for 30 years. frank says if his $1,100 social security check is cut off, his savings will last about two months. are you sleeping okay at night? >> no. >> it is just as important to exonerate the innocent as it is to implicate the guilty. i want to tell the world that giovanni ramirez is no longer a suspect in this case. >> yesterday we heard from ramirez's family blasting police for arresting the wrong man. ramirez remains in prison on an unrelated weapons charge. police station arrested new us is -- police arrested new suspects on tuesday, two men being held on $500,000 bail according to san bernardino county records. 30-year-old marvin for that wood and 29-year-old louie sanchez are no strangers to violence. here are some of the charges. doreen sanchez, louie's sister, was also arrested for accessory. she had been helping drive the men away. she is out on bail. all three will be arraigned on monday. san francisco police have arrested a man in the burning of a man's body in buena vista park. 22-year-old david diaz was booked on suspicion of arson

and homicide. last month, firefighters found the burned body of freddie robertoing away low while responding to a brush fire in the park. president obama has formally ended the ban on gays serving openly in the military. they joined a celebration yesterday here in san francisco. obama told congress in writing that repeal of "don't ask, don't tell" will not hurt military readiness. the midwest and northeast bracing for more triple-digit weather this weekend. the latest heat wave has already caused blackouts and deaths. and check out this light show in central iowa. a storm brewing in ames, iowa. they are also expecting more hot weather today with temperatures hitting th 90s. my family back in wisconsin has been roasting. they have been going to bed very early saying that the heat is knocking them out. that he sure me, my parents say, it's not because they are getting old. >> i was back in the midwest last week and it was a sauna.

son of maria shriver and arnold schwarzenegger -- is in intensive care. this morning, the 13-year- old son of maria shriver and schwarzenegger is in intensive care. christopher schwarzenegger was body surfing in malibu last weekend when he was badly injured e suffered several broken bones and a collapsed lung. maria shriver was on the beach when it happened and today we are hearing the 911 call for help. >> a boogie board accident and can't move off the beach, maybe like broken ribs or something like that. >> oh, okay. so you can see it from your house? >> yes. it's my son. >> like she hasn't been through enough. both parents released this

joint statement sailing, a few days ago our son christopher suffered an accident on the beach. while it has been a very scary week, christopher is surrounded by his family and friends. he is a brave boy, they say, and is expected to make a full recovery. california is facing a double-edged sword. it's been ordered to reduce the prison population by 33,000 inmates which could send many to county jail. the state also has the country's highest rate for recidivism. allen martin takes a closer look at a santa clara county judge working to reduce that rate one inmate at a time. >> all right. we are ready. >> court is now in session. >> reporter: judge steve man leave has been on the bench for more than years. >> are you ready to change? are you committed to staying in prison? what can i do. >> reporter: and for much of that time, he has been giving addicts and the mentally ill a second channels. in addition to the judge's signature treat from the candy

dish, his parolee re-entry program is to give offenders an opportunity to not go back to prison. it's to reduce the number of prisoners who get released and end back in a cell which for california is about 70% of all prisoners. >> the idea behind the program is that if you return the jurisdiction, that is the control and responsibility, as to how the offender does in the community back to the judges who originally sent the individual to prison, can you change things and get better outcomes. >> reporter: judge manley has nearly 2,000 offenders he is personalitily watching over. his courtroom in santa clara county is one of six in the state testing his theory where participants are provided house, required to stay in drug and alcohol treatment and keep their court dates.

>> we didn't send people back to prison. we use very short jail time to remind them that they need to focus on what they were asked to do and do a better job the day they get out of jail. thus far, it works very effectively. >> reporter: they are not all success stories. >> it means you're not going to be released today. >> reporter: critics, some in law enforcement and the justice system, have labeled the program hug a thug and say putting criminals back on the streets will only lead to more crime. >> it's an effective -- >> reporter: judge manley doesn't agree. we're not talking about violent, violent prisoners here? >> no. we are not. those offenders are either in prison or they will going back to prison. this program is very clearly aimed at those offenders who we do not need to keep in prison at incredible costs. >> reporter: wit state senate claims is hundreds of millions of dollars. broken down it comes to about $46,000 a year per inmate. manley and others say, we can't continue to afford that. >> the bottom line is,if we keep doing things the same way we have been doing them all

conditioner conditions to keep us tolerable across the west coast as we see mostly cloudy skies out there this morning. out towards mount vaca camera looking back at the bay we see the fog deck but as you can see it's not very deep. tops are running about 1500 feet. it will burn off through the day leaving more sunshine around the area and slightly warmer temperatures but nothing compared to the heat gripping the rest of the country. as we look for mid- to upper 80s for the hot spots today, under mostly sunny skies in the east bay, mid- to upper 70s and on the peninsula, back to the beach, mid- to low-60s here. upper 50s to low 60s depending on how much fog lingers right at the coast. otherwise, looks like a lovely weekend taking shape. a weak disturbance crossed through the region here late this last week. now being replaced by a high pressure and that often brings with it a bit of an offshore breeze which helps to clear the fog out a little earlier in the day so we'll look for patchy coastal fog by mid-morning, slightly warmer weekend in

store here but just a few degrees. nothing dramatic. we are not talking about a heat wave. and then midweek this next system over my shoulder here movers into the area to cool us down once again and then we'll repeat this pattern warming up by next weekend as our subtle shift in onshore versus offshore flow continues through the rest of the week here and that is our summer weather pattern. so that's wind flow dictates just how much fog we're going to see around the bay and that related directly to the temperatures which today will look like this. mid- to upper 80s in the fringe locations, out to the east moving back into the east bay hills, mid- to upper 70s. likewise across the north bay upper 70s. today some low 80s in the south bay, and on the peninsula, looks like mid-60s with low 60s expected at the beach and again, the subtle fluctuation in that wind flow will subtly change our temperatures through the week. we'll look for a cooldown midweek, warming back up by next weekend as you got to love

this pattern here. it's indeed the reason a lot of us live here and why our real estate prices are so high, because we didn't look at the kind of heat waves they are looking at back east. our heat waves typically last a few days. the one gripping the midwest now is in the second week. and now the east coast is doing it. >> brutal. >> it is. >> okay. go out love the fog. >> we do. thanks for that, jim. kids are fast when it comes to texting and gaming. many think they can juggle that with other chores and homework. a new study shows that's not the case. common sense media's jim stier explains how parents can help. >> reporter: good morning. you see it every day. your kids are doing their homework while their cell phones are buzzing and the instant messages are flying back and forth. our kids are the kings of multitasking and parents want to know, is this hurting them or is it helping them? some folks argue that kids need to learn how to multiit's

income preparation for today's fast-paced high-tech workplace and being able to multitask, processing two things at once in our media-rich culture can be helpful but experts are concerned that this type increased distraction can negatively impact your child's academic performance. as your kids are starting to gear up to head back to school, what can you as a parent do to combat this especially during homework and family time? limit distractions. turning the tv off is a great idea. and while you're at it, have them turn off their mp3 player, put away the cell phone, and log off that instant messager or g-chat. make sure your kids only do one thing at a time. second, encourage more reading. remember reading?! paying attention works like a muscle. the more you do it the stronger it becomes. it turns out that reading actually helps kids focus better so you have to encourage your kids to read more.

already been approved by owners. the season should be on. rich harding will take the mound for the as as they play the yankees in new york and the giants looking to bounce back from a series opening loss to the brewers tonight. kim coyle has more in sports. good morning. the giants are one of the best teams in baseball when playing at home. brewers are one of the worst when playing on the road. but none of that mattered last night. the sons of marin county sheriff deputy jim mathiesen throwing out the first pitch. mathiesen was killed in the line of duty earlier this week. the brewers got to matt cain for three runs in the 3rd inning. jonathan lacroix puts them on top with a two-run single. milwaukee won 4. it was 103 in the bronx. trevor lasted just two innings the shortest start of his career and gave up 10 runs.

23rd. thanks for joining us. i'm anne makovec. >> and i'm jim bernard in to take a look at your weekend weather pattern which includes a slight warming trend here across the bay as we look for the fog to thin out here through the mid-morning hours. right now the tri-valley still socked in out there. but again, that is a thin fog layer laying on top of us and we'll be breaking up through mid-morning to allow temperatures to warm slightly just a couple of degrees now nothing dramatic but we will warm up a bit here through the weekend as we watch and take a look at the subtle fluctuations in our local coastal pattern. we'll take a look at that coming up in your complete forecast near just a few minutes. >> new this morning, an innocent victim of gun violence. a young girl was inside an apartment last night in san francisco when a gunshot from outside hit her in the chest. she is in the hospital this morning with what police describe as life-threatening injuries. this was the scene at around 11157 last night on laguna street in the western addition. police say someone was shooting a gun outside and one bullet

went through that apartment building hitting the girl. she is now at san francisco general hospital. police have detained a group of young men but they haven't made any arrests. police say two attacks in norway may not be the work of a terrorist network but of one or two men. in the first attack, a bomb exploded in norway and ripped open buildings. in the second a man opened fire on a youth camp killing at least 91 people. today norway's royal family is meeting with the families of shooting victims. manuel gallegus has more on the investigation. reporter: police say a norwegian national now in custody appears to have acted alone in both deadly attacks in his own country. a car bomb ripped through government buildings in norway's capital oslo. the blast littered debris all over the streets and sent flames and smoke pouring out of the building that houses the prime minister's office.

>> suddenly we saw glass coming behind us. we were told to go to the back room and when we came out on the street and saw that everything was damaged, they said it was bombs. >> reporter: eyewitnesses tell investigators the 32-year-old suspect they saw at the oslo bombing site was the same man who went on a shooting rampage 20 miles away on utoya island where hundreds of teenagers were attending a camp organized by the country's ruling labor party. >> it was a lot of shooting, somewhere very close at the building which i was hiding in. >> reporter: witnesses say teenagers were shot even as they try to swim to safety. >> it was completely chaotic. people threw themselves into the water and i think a lot of people lost their lives. >> reporter: one unexploded bomb was also reportedly found on the island. the prime minister calls it a brutal day for his country but says the attacks won't destroy norway or its democracy.

manuel gallegus, cbs news. the prime suspect in both attacks is this man anders breivik a norwegian with anti- muslim views. police say they are investigating whether a second suspect may have been involved in the shootings. in less than a half hour from now, president obama is going to meet with top congressional leaders at the white house. they are trying to salvage a deal on reducing the deficit and raising the debt limit. that after negotiations broke down yesterday. >> we have run out of time and they are going to have to explain to me how it is that we are going to avoid default. >> there was no agreement, publicly, privately, never an agreement and, frankly, not clothes to an agreement. -- not close to an agreement. >> a deadline of august 2 is looming after which the government could default on some of its obligations. other bay area headlines this morning. a fire at one of the apartment complexes at the big rossmoor retirement community in walnut creek. look at that footage.

it started at 6:45 last night. fire crews stopped it from spreading to nearby buildings and luckily no serious injuries reported. gay and lesbian military veterans joined the lgbt community here in san francisco to celebrate the end of "don't ask, don't tell." yesterday, president obama formally ended the ban on gays in the military that has stood for nearly a century. tomorrow is hand-holding day at the contemporary jewish museum in san francisco. that is going on from 9 a.m. to noon. it's in response to an incident last week in which a security guard told a lesbian couple that hand-holding was not allowed. the museum says the guard's actions do not reflect museum policy. the san francisco medical examiner's finding that suspect harding apparently killed himself has further inflamed people in the bayview. you might remember this story. 19-year-old kenneth harding who you see there was shot while being chased by police through the bayview last weekend,

although the gun is missing. police say the caliber of the bullet that killed him proves he was not killed by an officer's gun. one resident says the system is simply stacked against that community. >> we as you got to have camera phones getting evidence and footage when they're wrong. but when we're wrong, they got these public cameras getting the footage. keep them on when you're wrong. >> today is for you. >> a $1,000 reward is being offered for the missing gun that police believe harding was using that day. the lapd admits they were wrong. that after lapd chief charlie beck had repeatedly insisted to the public that giovanni ramirez was one of the two men who attacked bryan stow at the giants opener down in l.a. last march. joe vazquez is in los angeles with more on the three people now charged in the attack on stow. >> reporter: police made the

arrests early yesterday morning in the town of rialto in san bernardino county. two men are in jail charged with mayhem. police also took a woman and a 10-year-old boy into custody. >> it just seems like all of lapd was here. it was like over 30 police officers, lapd, they came in helmets and s.w.a.t. gear. >> reporter: both men are being held on 5$0,000 bail. they both have violent rap sheets. according to san bernardino county court records, 30-year- old marvin norwood has been convicted of felony spousal abuse, disturbing the peace and dui and drug charges. 29-year-old louis alex sanchez was convicted of misdemeanor spousal abuse as well as carrying a loaded firearm in public. also arrested was doreen sanchez, louie's sister, for accessory for helping drive the men away from dodger stadium. she is out on bail. the 10-year-old boy who was with them is not in any trouble. police are not releasing mug shots of the men or details about what happened march 31st.

the website tmz is quoting police sources as saying the two men had been drinking heavily throughout the game. they did not sit near bryan stow or his friends but after the game, they were apparently harassing anybody who had on giants gear. among the evidence we are told police have video from game night as well as incriminating statements from the men that implicated them in the attack. in los angeles, joe vazquez, cbs 5. 7:36 now. looks like we have a nice weekend on tap but some warming the last few days. >> yes, it's fog appreciation day here as we'll see a little more sunshine across the region with temperatures up just a little bit here. nothing dramatic, a couple of degrees of warmer temperatures. while we see across the rest of the nation, they continue to swelter here as once again it will be very hot in new york today, over 100 degrees and the as will be melting i suspect. literally. >> yeah. i feel bad for them playing in 103 plus humidity, the heat index has to be higher than

fees and taxes. that's because congre buying an airline ticket might be getting cheaper. the faa is forced to stop collecting fees and taxes. that's because congress failed to pass legislation to keep the agency up and running. so you will be saving 10% on a roundtrip ticket. $300, you will save about 30 bucks but that's only if airlines don't raise fares to make up the difference. u.s. airways already raised prices today. in addition to the tax suspension, 4,000 people will be out of work temporarily but

air traffic controllers will remain on the job, thankfully. the obama administration says the shutdown will not impact traffic safety. what do you think about that? >> as an ex-controller we went through this before during the clinton administration when they shut the government down for a while, and, you know, everybody came to work. as i recall we got paid. so it wasn't a big deal. but there's a lot of people out there besides controllers. there's inspectors and airport people and, you know, they won't be showing up on monday. >> you think that's something we would notice? >> not in short term. couple days you probably won't notice, two three days. but it's a big multibillion- dollar budget. and this is a heck of a way to run a budget like that where they have been on -- they haven't had a budget for seven years. so they have been working on extensions and that involves a lot of money which is just kind of a lame way to operate. >> yet another labor dispute. okay. our weather forecast far from lame today. >> no. this is fog appreciation day and we will see the fog burning

off here across the bay area through the day. it's out there this morning. keeping temperatures on the cool side here as again the rest of the nation is looking at a major heat wave. we'll be cooling down as we take a look from the transamerica building. hope it doesn't give you vertigo looking down like that as even the south bay we see a cloud deck in there as well which will burn off by midday to leave us with a slight warmup here through the weekend. out across the interior for our hot spots, we are talking mid- to upper 80s here under mostly sunny skies. morning fog giving way to some afternoon sunshine at the bay. mid- to upper 70s for the east bay hills. back at the peninsula and the coast, we'll look for mid-60s to low 60s at the coast where the fog is likely to linger a little longer through the day. the pattern slowly changing from last week, a weak disturbance going by to our north and a building high pressure system brings an

offshore breeze to the coastal sections leaving us with a little patchier coastal fog and slightly warmer temperatures expected through the weekend. this is our summer pattern here. subtle fluctuations in that wind flow affect our temperatures out there. also the duration of the fog bank which is what we'll be looking at here through the week. it will lighten up this weekend, only to thicken through midweek and next weekend, we'll see a little less fog and warmer temperatures once again. but no heat waves expected for us. as mid- to upper 80s prevail, maybe a few low 90s at the fringe locations, back into the east bay hills we'll look for mid- to upper 70s, possibly a few low 80s and on the peninsula, mid-60s with low 60s expected at the beach and this pattern will begin subtly change through midweek with a bit of a cooldown, only to warm up again come next weekend as a classic summer pattern continues across the bay area. just the late night and early- morning low clouds and fog with

escape but it will not be on my list of -- at least not at the top of my list of films to see this weekend. all right. moving on, let's talk comedy and kiwi comedian rhys darby just completed three sellout shows at san francisco's comedy club and this fall he comes to the family to cbs starring in a new prime time of it show, how to be a gentleman. the funny man met me in san francisco earlier in the week. take a look. so tell me about the new show on cbs, rhys, how to be a gentleman. >> it's bound to be the biggest hit this year on television. >> yup. >> it's about a guy who writes a column for a magazine on how to be a gentleman. >> okay. >> something we've forgotten about in this world, you know? a bit of respect for the opposite sex. >> sure. >> you know? courtesy, that sort of thing. people aren't really doing it now. >> they're not. >> so we're -- we have created a show reinvolving around that. >> yeah!

thanks for being here this morning. >> thank you. thanks for having me and thank you, i'm not the legend. just so your people are clear. >> in your own right ridge the world's largest jewish film festival is huge. >> 31 years old this year. and we're surprised there's now something like 120 jewish film festival around the world but san francisco is home to the biggest and the oldest. >> now, there's a lot of film festival that go on of all sorts of categories y is it important to have a jewish film festival specifically? >> well, we think of jewish film as being really just a lens to see the whole world. we have about 30,000 people of year who come from all over the world but specifically of course mainly our bay area audiences to come see films that are from all over the world, about issues, the middle east, comedies, drama, it's just a convenient window through which to see the whole world's appearance and it's not of course just for jews. it's a very, very open and diverse audience that we have.

>> and anybody who is a kirk douglas fan might want to check it out. he is coming to town. >> yes, tomorrow we are honoring him with our freedom of expression award and not only for the 87 films that extraordinary film career that he has had but for being instrumental in breaking the the hollywood blacklist when he was executive producer and star of spartacus. >> footage from that film right there? >> exactly. he was responsible for allowing the screen writers dalton trumbo to take his own screen credit on the film and that effectively broke the blacklist in hollywood. that's 50 years ago. >> so tell us jump to 2011, some of the films that we are going to be seeing over this weekend. one. big ones, 100 voices. >> that's a wonderful musical film. it's a documentary. >> i love musicals. >> we have a lot of interesting films this year that takes a look at poland, the country of poland and the experience of jews in poland 1. 00 voices follows 100 great singers who sing in synagogue life cantors as they go back to poland and

reexperience the roots of jewish music in poland. and that's playing next thursday at the castro theater. >> and another film bobby fischer we are going to be seeing? >> a great documentary about the chess champion. controversial and brilliant chess champion bobby fisher who grew up in a jewish family, but later in life because of mental illness became a raving antisemite and this is an amazing documentary playing today as well as in our other venues later on this week. >> there was a hollywood blockbuster. >> searching for bob i buy fisher. this is a documentary about the real bobby fisher. >> so this is the true story without the hollywood hype. >> someone who is an amazing genius and going mad. >> one thing we found interesting is you have venues all over the bay area. we are looking at palo alto and berkeley and here in san francisco. >> it's a movable feast so we start -- this weekend is running through thursday at the castro theater but we know that not everybody can come into the city or city all our films. >> or people don't want to
